room admins are not using any softwares bro yoma. mig33 management give them aotomatic special power after they selected.

Yes, Final is correct. Mig33 server automatically detects an admin and the program sets his ID to have powers like what you said, kicking with no voters. And more, he can not be kicked too. And can enter a full room. It is similar to our moderators here. Once they are choosen, additional powers is set for them to do editing, moving, or even deleting posts.
